The hierarchy: reuse, upcycle, recycle
Most totes that buyers assume are "done" still have life left. Before treating a tote as waste, ask: can it be rebottled with a fresh HDPE interior and returned to service? Can it serve as a rainwater harvester, compost bin, planter or other upcycled application? Only after those options are exhausted should you pursue material recycling.
This sequence matters because reuse and upcycling preserve far more value than recycling does. Melting HDPE and re-smelting steel both consume significant energy. Keeping the finished object in service — in any form — consumes almost none.
When a tote truly cannot be reused
Some totes reach a genuine end of liquid service life: the bottle has stress cracks that cannot be repaired, it held an incompatible chemical that caused permeation or deformation, or the cage has suffered impact damage that compromises its structural rating. At that point, material recovery is the right next step.
Signs a bottle should not be returned to liquid service include visible stress cracking at corners or seams, severe discoloration that suggests deep chemical absorption, a persistent chemical odor that survives multiple hot-water washes, or a deformed body that no longer seats properly in the cage.
HDPE recycling realities
HDPE (resin code 2) is one of the more recyclable plastics, but IBC tote bottles present challenges for standard municipal recycling streams. They are large, heavy and often contaminated with prior contents. Most curbside programs cannot accept them.
The right channel is an industrial plastics recycler that handles post-commercial HDPE. In Illinois, several regional plastics brokers purchase clean HDPE scrap by the pound. The bottle must typically be triple-rinsed, drained and free of visible residue for a recycler to accept it. Some chemical prior contents require special handling and documentation before any recycler will take the material.

Steel cage recycling
The galvanized steel cage is straightforwardly recyclable as scrap metal. Steel scrap is one of the most efficiently recycled materials in the economy — it feeds electric arc furnace production with no downcycling. Take the cage (separated from the bottle) to any scrap metal yard; most pay by weight for steel.
Illinois has a dense network of scrap yards, particularly around the Chicago metropolitan area, the Quad Cities corridor and downstate industrial centers. A 275-gallon cage weighs approximately 60 lbs — at current scrap steel prices, that is a modest but real return.
Finding local scrap and recyclers in Illinois
For scrap steel, search for licensed scrap metal dealers in your county. The Institute of Scrap Recycling Industries (ISRI) maintains a member directory searchable by state and material. For HDPE, the Plastics Industry Association and regional sustainability networks can identify commercial recyclers willing to take industrial post-use film and containers.
If your tote previously held a listed chemical or hazardous waste, contact an Illinois EPA-licensed hazardous waste handler. Do not place chemically contaminated totes at standard scrap or recycling facilities.
